The Office of the United Nations High Commissioner for Human Rights (OHCHR) is theprincipal United Nations office mandated to promote and protect human rights for all. It supports the work of special procedures (including special rapporteurs, independent experts, and working groups appointed by the Council) and UN treaty bodies to monitor human rights in different countries or in relation to specific issues.

The Framework Convention for the Protection of National Minoritieswas adopted by the Committee of Ministers of the Council of Europe on 10 November 1994. It is one of the most comprehensive treaties designed to protect the rights of persons belonging to national minorities. The convention’s monitoring procedure requires each State to submit a ?rst report within one year of entry into force and additional reports every ?ve subsequent years, or upon a speci?c request of the Committee of Ministers.
