The Office of the United Nations High Commissioner for Human Rights (OHCHR) is the principal United Nations office mandated to promote and protect human rights for all. The Framework Convention for the Protection of National Minorities was adopted by the Committee of Ministers of the Council of Europe on 10 November 1994. It is one of the most comprehensive treaties designed to protect the rights of persons belonging to national minorities.
