Since 2015, Burundi has been going through a major political and human rights crisis, following the decision of the President to stand for a third term. An estimated 3 million people needed humanitarian assistance in 20161, out of which approximately 500,000 children were affected2. Approximately 100,000 people fled Burundi in 2016, bringing the total number of Burundian refugees who had fled the ongoing crisis to over 327,000 (most of whom found refuge in Tanzania, Rwanda, Uganda, and the Democratic Republic of the Congo), in addition to the estimated 139,000 internally displaced people, due to the crisis and natural disasters.
The Working Group on Education in Emergencies noted that the precarious security situation limits access to basic social services, including education. Donor countries’ sanctions, budgetary reductions, and natural disasters have deteriorated many education facilities.
In 2017, Burundi was awarded a GPE grant to ‘conduct an education sector analysis and develop a transitional education plan over a proposed implementation period of 11 months'.
